Valkyria Chronicles 2
Clementia originally worked as a scientist in an Imperial research institute studying Valkyria. Test subjects from around the Empire were brought to this facility and Clementia and the other scientists conducted an array of experiments on them to determine how the Valkyria reacted to Ragnite. After the death of Prince Maximilian, one of the institute's major sponsors, Clementia defected to Gallia and took with her another test subject, a young girl named Aliasse. Working with Lieutenant General Laurence Kluivert, headmaster of the Lanseal Military Academy, and Count Gilbert Gassenarl, Clementia developed the V0 Artificial Valkyria system. Though the V0 was a success, the process that transformed a regular human into a Valkyria remained imperfect and the V0's test subject lost most of his cognitive reasoning. Shortly after, Gilbert Gassenarl initiated a rebellion against the Archduchess Cordelia Gi Randgriz and civil war erupted in Gallia. Clementia remained at Lanseal under Laurence's protection and pressed on with her work, continuing tests in Aliasse as she worked to refine the Artificial Valkyria system. Laurence also scouted for additional test subjects for Clementia, using Lanseal's student body.
While Clementia made significant progress, her work was disrupted when rebel forces struck Lanseal in search of Aliasse. Clementia barely had time to carry out the conversion process on Juliana Everhart, a Lanseal student, before going into hiding with Aliasse. While Juliana retained her sanity and proved able to match several of the rebel developed V2 Artificial Valkyria, she was mortally wounded after engaging the V0 Artificial Valkyria Clementia had originally created. Once the rebels withdrew, Clementia also sought to leave Lanseal as her research had been stolen and Laurence had committed suicide after realizing the magnitude of the disaster. She attempted to force Aliasse to come with her, but the young Valkyria had grown attached to several Lanseal students and had developed a strong sense of empathy. Clementia viewed these as weaknesses and drew on a gun on Aliasse to force her obedience, but Cadet Avan Hardins immediately drew his own weapon. Defeated, Clementia abandoned Aliasse, ignoring the girl's pleas for understanding.
Clementia regarded Valkyria as more perfect because she believed they did not suffer from human emotions. As such, Clementia was greatly frustrated with how her various Valkyria subjects all seemed to embrace their humanity instead of discarding it. Selvaria Bles was also one of her former test subjects. Forster was most disappointed when Selvaria chose to die for Maximillian and squander her powers as a Valkyria.
Expanded Biography (VC3)
Förster is a researcher working for the Empire, and has performed countless experiments on living subjects. She was the one responsible for awakening Selvaria's Valkyrur powers. Förster believes that the value of her research is absolute, and does not bother with petty human traits like compassion. As such, she felt no remorse for the inhumane experiments she subjected Selvaria to, and even after Selvaria went on to work for Maximilian, Förster always treated as nothing more than a test subject.
Förster was intrigued when she discovered Riela's Valkyrur abilities, but was disappointed when she found out that Riela was an "incomplete" Valkyria. Despite this disappointment, Förster left Riela with a Valkyrur lance and shield because she believed that there was valuable data to be collected from a battle between two Valkyrur. Maximilian was the greatest supporter of Förster's research, so when he was killed at the end of the Second Europan War, she fled to Gallia. It has been confirmed that Förster took a Valkyria child with her when she left.

Samurai & Dragons[]
Förster makes an appearance in Samurai & Dragons as a C monster card. As a C monster card, Förster is of the Mercenary race and possesses the base skill, Fluid Barrage.
Clementia made a short appearance in the anime adaptation of Valkyria Chronicles as the head chief of the organization that experimented on Selvaria Bles and Alicia Melchiott, but was not actually featured in the first game.
Clementia is named in a conversation with Heinrich Belgar in Valkyria Chronicles 4, where it is mentioned that she has been missing for some time.
